Vladimir is Russia Minister of Foreign Affairs. He was first seen in the G8 meeting with others country to discuss about sharing the management of the Gate as well as military occupation of Ginza district to transport foreign troops to join with the JSDF to deal with the locals in the Special Region. However, his proposal was rejected by Taro Kanou due to the Georgian–Ossetian conflict that involved Russian military invaded the Georgian region, which makes Japan cannot trust them.
However, Vladimir vehemently states that his country action against the Georgian was to protect his country interests since he blamed the Georgian people of ethic cleansing and accused western media of paining his country in bad images for the purpose of propaganda but his excuses falls into deaf ear from Kano who rejects him straightly.
